Evropski savet u institucionalnom okviru Evropske unije nakon Lisabonskog ugovora

Evropski savet je jedna od institucija Evropske unije koja je zbog svog sastava i načina odlučivanja bila pod intenzivnim nadzorom javnosti od stupanja na snagu Lisabonskog ugovora. Kao naјviši politički organ Unije bez zakonodavnih nadležnosti od svog nastanka do danas Savet je evoluirao u instituciju gde se države članice na najvišem nivou dogovaraju, pregovaraju i sve češće prelaze pravni okvir u kom bi trebalo da deluju. Uspostavljen sredinom 70-ih godina prošlog veka kao institucija za političko usmeravanje budućeg razvoja Zajednice, a kasnije i Unije kroz strateške smernice i zaključke predsednika država i vlada, Evropski savet tokom 15 godina primene Lisabonskog ugovora izrasta u par excellence izvršno telo. Politička težina odluka koje donosi Evropski savet posebno u kriznim situacijama utiče na institucionalni balans, odnosno disbalans koji sve više naginje ka odlučujućoj ulozi politike i interesa država članica nauštrb nadnacionalnih institucija i poštovanja prava Evropske unije.
Ovim radom ukazujemo na rast političke moći i širenje nadležnosti Evropskog saveta stupanjem na snagu Lisabonskog ugovora, osvetljavamo njegovu ulogu u određenim oblastima delovanja Unije, analiziramo Stratešku agendu za period 2024-2029. i sagledavamo međusobni odnos Evropskog saveta i Evropskog parlamenta.
